Frame corruption during chapter jumps?

Has anyone experienced anything similar to this? I've made a couple of uncompressed rips via MakeMKV and have noticed that when I skip (backward or forward) to certain chapters, the first frame that starts playing will have severe blocking/artifacting. This only happens when I jump to the chapter; if I play the video back between the chapter points normally, everything looks fine. Here's an example:

I don't know MakeMKV (or the container, for that matter) but I've noted that on many BDs (I assume you're talking Blu-ray) the chapter marks sometimes land on other than I-frames e.g. B or P. While BD disc players apparently don't care about this, and find the I-frame to make a clean landing, perhaps Media Player does care and doesn't "make nice" with an inaccurate landing spot.
