CRF Encoding Program

Looking for another program beside handbreak that'll do CRF also when encoding with CRF or Constant Quality are you limited to using x264 encoder with mp4 file type.

Are you referring command line program or GUI?

If command line - x264
Handbrake actually uses x264 internally.

CRF has nothing to do with MP4. It's a rate control mode that can be applied to any type of output from x264.
