Compile 4 DVDs to 1 BD

I've searched all over, and I can't seem to find out how to compile 4 DVDs to 1 BD; ideally with a menu of some sort.

DVDFab claims to be able to do this with their DVDFab Blu-ray Creator, but I demoed it and it always crashed during the encoding process (FYI-I can't create a post on their forum, as they haven't activated my registration request).

My questions are: what do I need in order to compile the DVDs? Is it possible to do with menus? Can it be done with free/shareware?
