Dear video codec developers,

Moscow State University Graphics & Multimedia Laboratory starts next ninth annual H.264 video codecs comparison.

New this year features:
New Software and methodology will be used for codec analysis.
Overall result for all encoders will be integrated value of quality, encoding speed and bitrate keeping.
Transcoder analysis (MPEG-2 -> H.264) as additional part (in case of 2-3 transcoders presence)
New video sequences including professional video sequences for video codec analysis
GPU codecs will be analyzed: Nvidia, AMD, and Haswell based encoders.
New video codecs including non H.264 standard
Only HD sequences
All participants will receive Software for codec analysis, video sequences and binaries of all free encoders used in comparison to verify the results for free.


Important Dates
June, 8 - Deadline for receipt of a H.264 codec with presets
June, 21 - Deadline for settling technical problems with codec
July, 17 - Report's draft will be sent to all participants
July, 22 - Deadline for reception of comments to the draft
July, 31 - Comparison report release

Variants of Participation
There are two variants for companies to participate in our comparison:

Participation for free. All results of your codec will be published, except special cases of measurements problems due to codec instability.
Private participation. A special report will be prepared only for your company. This report contains:

Your codec results and all material from the free version
Special additional analysis of your codec

New Software and methdology for encoder analysis

Starting this MPEG-4 AVC/H.264 Video Codecs Comparison 2013 MSU will use new system with new methodology for video encoder estimation. This system/methdology is called VeQe - Video Encdoing Quality Estimation.

New Software and methodology will be used for codec analysis. This comparison will include some new features that were missed in previous comparisons. •Overall result for all encoders will be integrated value of quality, encoding speed and bitrate keeping.
•Transcoder analysis (MPEG-2 -> H.264) as additional part (in case of 2-3 transcoders presence)
•New video sequences including professional video sequences for video codec analysis
•GPU codecs will be analyzed: Nvidia, AMD, and Haswell based encoders.
•New video codecs including non H.264 standard
•Only HD sequences
•All participants will receive Software for codec analysis, video sequences and binaries of all free encoders used in comparison to verify the results for free.
This year we want to make GPU-encoders analysis more interesting and complex. For this analysis we plan to use top GPUs, e.g. Nvidia and AMD and also to analyze Haswell based encoder. You can send us your GPU-accelerated or GPU-based encoder with or without CPU-based encoder!

Can you explain what you mean by "bitrate keeping" and how you going to calculate it. Is it going to be ratio of full sample average bitrate to specified target bitrate or this going to be some VBV keeping (i.e. local bitrate keeping)?
