My setup:

CPU: i3 3225
MOBO: ASRock Z77E-ITX
RAM: Crucial Ballistix Sport 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800
Video: HD 4000 IGP
Tuner: HDHomeRun Prime over gigabit LAN
TV: Samsung UN55D8000
Software: WMC using media browser, media center master, shark007 codecs

My problem is watching live tv through WMC looks very "streamy" and mkv playback for that matter. I was told that madVR could help correct this because my TV is very sensitive to refresh rates. I switched to 24hz on my intel igp settings and now my screen is not fiiting properly. on the TV. I switch the TV to fit to screen from 16:9 which corrects the desktop but WMC doesn't fill up the screen. I need some guidance in the right direction to get this setup and displaying beautifully. I am open to switch my methods for all of this. The only thing I am limited to is using WMC for live TV for premium channels. Thanks for your input.

As far as I know, you can't use madvr in any media center except for Jriver. You have to use a directshow based player like mpchc, but I think live tv is more complicated like that and you don't have the benefits of a media center anymore.

I'm having a hard time understanding what your problem is exactly so it's hard to help.

If by not filling the screen you mean there's black bars on the side only when the video plays, make sure the video you're watching is 16:9 too or it's perfectly normal behavior. If there's black bars on top and the side, check if you have an option to strech the picture in your GPU settings.
