Due to a number of problems, I restored my HP 1027c to factory. All is well except

the Universal usb serial controller shows no driver, I tried going on google , got

a lot of phony driver repair deals, went to HP support and found all kinds of

drivers except for the controller. Any idea where else to look, or a solution?
Any help greatly appreciated.

I think USB drivers are usually part of chipset drivers. (not certain though)
I'd go around looking for that on the HP website.

There are 3? products for "1027c" not sure which one is yours.

Many times, motherboards (desktop or otherwise) have a subset of their USB ports as part of the system southbridge chipset which means that basic chipset drivers will support them perfectly.

Frequently, there are additional USB controllers that allow access to additional ports or something like USB 3.0 support, which require additional drivers. HP's website is a nightmare. Each model might have a dozen or more sub-models each with slightly different hardware.

I have a HP laptop and when I reinstalled Windows, I needed the exact model number from the bottom of my laptop in order to find all the correct drivers.

I agree, HP are very efficient in "covering their tracks" - only their support (if any) knows exactly which driver is which.
I believe this is intentional, as I found the same issues with other laptop manufacturers (however few issues with desktops).
Instead of installing phony drivers and/or applications, or all the drivers from HP, I suggest you first identify the exact chipset or PCIID or anything else that might help you pinpointing the exact component. Then google after it. This way I enabled my touchpad in a Toshiba using HP drivers (HP only relabels things) after downgrading from Vista to XP (damn "pirates", they charged 100€ for downgrade, I mean Toshiba hotliners).

Anyway, factory restoring should work 100%, so you must have something done to it.

As far as I know, all versions of Windows from XP and newer use the same Microsoft USB2 drivers regardless of hardware, which is why you won't find USB2 drivers on HP's site.
I "think" what happens is often the chipset inf file or chipset drivers will allow Windows to recognise some hardware after the inf file/chipset drivers are installed, so once Windows sees the USB controller it should be able to install the USB2 drivers itself.

After installing the latest chipset drivers or chipset inf file (assuming the HP site has a recent version for download), I'd then uninstall all USB controllers in Device Manager. Reboot the computer and with any luck Windows will see the hardware and go through the adding hardware/updating drivers process.

Edit: I should have looked first, but I just checked the Intel USB2 controller in this PC and according to Device Manager it's running on Intel drivers (not Microsoft drivers as I thought), however I've never installed a USB2 driver. I'm 100% sure after a fresh Windows installation the USB ports start working once the Intel Chipset drivers are installed. If there's no chipset drivers listed on HP's site, look for an INF file.

Have you tried opening a ticket on the Official HP Support? Once you solve this problem, maybe you'll tell us how it went.

I have to restate the question? Was the USB driver working when you used the laptop for the very first time (factory install)? If yes, then every recovery/reinstall/OEM or whatsoever distribution you have SHOULD reinstall the correct driver.
If not, then it's a case of warranty, unless you changed the operating system.
