restore video quality from digital camera

How can a digital camera produce such bad content? Tell us about the content and source.

i'd like improve the video quality in terms of sharp, deblocks and denoise..some specific script for attached video (I've others video with the same quality in the same context, too)..for audio I used audacity (noise removal + normalization) with good result....but now I'd like some filters to improve a little video quality.. it is an old FOTOcamera...the content was recorded some years ago...i'd like restore it a little :) thanks :)
