Problems with Codec for WIN 8 and FRAME SCALE

I use special software that improves picture with AMD processors
The problem with Win 8 only
When the picture having directing to : "FRAME SCALE"
The film stops
Is encoded improved? Do you know where the problem encoded with WIN 8?
