Features needed:
1. drag-and-drop to add files
2. batch convert
3. DTS > AAC 5.1 (or 7.1)
4. auto-selects original folder for output files (and renames if neceesary).
5. 64-bit windows
...what gets close to having all that?

It's not very nice to ask for something that isn't "retarded". Most of the software here is free and the developers work hard to provide them.

In my defense, the "retarded" software isn't "here" (I wasn't aware that software was hosted here). ;)
There is an astonishing amount of conversion software which appears to be hacks or rip-offs of the work of others (any web search for "convert" X to Y will bring up a ton of them); most of it consisting of a very simple-looking (as sometimes blatantly identical) GUI front-ends to what I assume are public-domain tools.

I'm not seeing AAC listed as a conversion choice in Eac3to....is it an additional plug-in?

You need nero aac encoder , http://www.nero.com/eng/company/about-nero/nero-aac-codec.php
The output format to use with Useac3to is m4a. M4a is just a container, your aac stream will be inside it.

Bigasoft Audio Converter appears to meet all the criteria on my list. (About the only thing it doesn't do is support converting multiple audio tracks in the same source file, so you have to demux those first.)

Did you try TAudioConverter? It supports files with more than one audio stream.
