AVI2DVD (by trustfm) contains NuEnc 0.01b. There is no need to install the application, the NuEncfolder can be extracted from the installer with 7zip.
If you need a simple wrapper to make the NuEnc CLI compatible with QuEnc (so you can use NuEnc with any software which supports QuEnc), download NuCLI here:

NuCLI is written by myself, there is no license, anybody can do with it whatever he/she wants to do.
