Hello.

I'd like to find out why OpenCL doesn't work. Actually when I render I choose to use OpenCL if avaiable. It is avaiable. The first pass starts very fast, about 200 fps in 1-2 seconds and the it slows down. It seems like it starts encoding with GPU and the switches to CPU. Anybody can help me or it is normal working of this software?

I think it's normal operation of Vegas.

It seems like it starts encoding with GPU and the switches to CPU.
Unless your rendering crashes it either uses CPU or not. You have two separate options to use GPU in video FX/Timeline editing and renderer (some of them). When you change first your FX chain is reinitialized, when you change second, you start next render with new setting. Switching between GPU usage mid-render is not possible.

Your 200 fps looks unrealistically fast. I think that it's related to your machine configuration - there's a lot of memory for disk cache. Then it goes down to normal speed that is 10+ times slower.
