Upload a sample of the source and tell us how you are converting.

Hi!

Perhaps requires deinterlacing or IVTC?

Clearly interlaced. Handbrake have a filter to deinterlace videos reasonable fast. Try it. It can convert from any format (as long the codec is installed in the system) to theora, mpg1/2, x264.

It might be telecine or interlacing, do not just blindly run deinterlacing before you figure out if it is telecined or interlaced.

Also make sure to do the deinterlacing/IVTC during the conversion not as a extra step after a lossy encoding.
