I just switched to Window 8 Pro, when reinstalling some of my programs such as annoyances. org, I get an error message, "Http 403 forbidden"
So far this Win. 8 is a pain in the butt. Any help appreciated.

Your description is far too vague to get a useful reply. Where and when exactly are you getting that error message?
In general, the HTTP error code number 403 means "Forbidden - The request was a valid request, but the server is refusing to respond to it".
You'd see that error message in a web browser when trying you access an URL that you aren't supposed/allowed to access...

You'd see that error message in a web browser when trying you access an URL that you aren't supposed/allowed to access...I thought I was specific in indicating I am getting this error message when trying to re-install old Win 7 programs to Win 8. When? Whenever I try to do the re-install to annoyances.org and like programs. Hope this is helpful Thanks

I don't see how you get this error message while installing programs. As said before, this is an error message you'd normally see in a web-browser!
So does it mean that the particular Setup program (installer) shows that error message? :confused:
If so, it would indicate that the particular Setup program (installer) is trying to download files from the internet, but the requested file/resource isn't available/accessible on the server.
Finally, I don't know what "annoyances.org" is (seems like the complete web-site is down!), but if their Setup program fails on Windows 8, you should contact them...
(BTW: The fact that the web-site seems to be currently down may already be the explanation for your problem)

And you're right the website is down. By the looks of it, for the past 4 days and there's not even an index.html present so while normally an error 404 should pop up or a simple message like "apache is running normally" the server has been configured to display a forbidden access message.
@unrox: the problem doesnt lie with your windows mate, the problem lies on their end (meaning the website). Although the domain is active, the content your installer needs is no longer present. Something is wrong with the site, not your windows.
