What is the Maximum Possible Video Bit Rate for Blu-ray Disc (BD-Video)?
Is the Video Quality for (BD-Video) better or worse that HD Digital Television (HD-DTV) - DVB, ATSC, etc.

It's written in the specs, depending on the Level, check wiki.
BD video is certainly better than DVB, and probably better than DVB-S2 too.
But why don't you do yourself a comparizon?

Max video for BD is 40 while ATSC is I think 19.2 for the entire stream. So BD video can be almost 3x that of DTV. That TV is inadequate compared to Blu-ray is most evident on 1080 broadcasts of sports where blockiness/pixelation is everywhere.

Are there any Profile and/or Level limitations for BD-Video as there are for HD DTV (1080p@60fps) ???
All BD-Video players are required to support:
1. H.262/MPEG-2 Part 2
2. H.264/MPEG-4 Part 10/AVC
3. SMPTE VC-1
For example,
