Seeking suggestions for filter chain for old 1930s B&W movie

Here's a 1mB 20 sec extract (copy from original source) from an old 1930's PAL B&W 25fps Australian movie.

I hope to turn it into a reasonably watchable PAL result at 720x576.

The source is a tad blocky (someone compressed it to mp4 which is the only source I have access to) and it appears very blurry at 352x288.

Suggestions for how to "improve" this source would be very much appreciated ... maybe something like a version of videoFred's script filter chain without stabilization or colour processing ?
