Restore fast-forwaded clip

Hello I have this clip recorded from a dvd player that is fast forwaded sometimes and sometimes plyed backwards.
How can I remove the gray bars and the interlacing deforming the image and restore it as a strighforward clip,

That's a garbage video. There's no "restoring" something like that.
