Simple Authoring Tool

I just need a program that I can drop 2 or 3 m2ts files onto and have a very rudimentary menu come up so I can select which file I want.

Just got my blu-ray burner and I am quite new to this.

Any suggestions or solutions would be greatly appreciated.
