how can play encrypted ts file in my computer?
ts file recorded in my receiver
my model of receiver is starmax 5100

Yep, because it is encrypted and you don't know the key(s).

Because this was EXACTLY the reason they have been encrypted in the first place :)

I thought offline decryption is possible provided you have a card reader + card to do it. But it's been a while since i've looked at DVB stuff.

If you have a valid card and a device to access it, much more is possible. However the task is daunting. See here for a description of DVB encryption/decryption:

Most likely the OP is not going to be able to pull this off. The hacker community may have solutions, but we can't discuss or advise about that.
