1080i resolution question

hi, i have a 1080i 60 field per second video and i want to inverse telecine it and downscale it to smaller resolution.
what resolution should i choose, is it 1280x720 at 23.976FPS ?
what about the resolution 960x540 ? (because 1080i shows 540 vertical lines only, or it is different thing?)

P.S: i'm encoding both of anime and real life videos, does that make any different?

It depends, why do you want to resize the video?

because the orginal video resolution was not 1440x1080 for sure (because it upscaled when the channel encoded it for broadcasting)
