slowmovideo has been ported from Linux to Windows . No Mac support (yet)

My quick 2cents:
pros:
-a curve editor (GUI) for ramping
-ability to edit optical flow motion vectors
-a GPU accelerated fork (Nvidia only)
-optional motion blur
-wide format support (ffmpeg based)
-free & open source
cons:
-same issues with typical optical flow software like twixtor, mvtools2, svpflow - ie. morphing edge artifacts
