Did anyone see this kind of message from DIVX 4.12 when using 2 pass encoding ?

After making the first pass and feeding it to the second pass , the codec? say "specified bitrate is too low for this clip" and "overiding user setting, setting bitrate to 11000000" .

it seems that the codec decided to allow me encoding of the video only with bitrate above X .

is that normal ?

Had this happpen, but only when my bitrate was set too high, believe it or not.

I was trying to encode a 2-cd rip of Soldier. Even with AC3 sound, Gordianknot didn't like my settings and therefore reset my bitrate lower, movie came out perfect at around 1.13 GB.

Gordianknot might have been unable to encode a movie with your settings, filters, resolution, etc...
