[solved]How do I conver such audio? Any output format gives out just noise

I need to convert a bunch of files to mp3 but some of those can't be converted to anything even from wave to wave format, can you see what's wrong and what can be done?

Attached input wav file whichi plays fine and two outputs which gives out just noise after any converting (tried converting to every format with every encoder found, still the same result)

MediaCoder gui program for lame was it. It gave nice batching but also did some dirty magic and ruined things. Now I'd have to convert things manually or via a .bat file.
