Vob to miniDVD

Can anyone explain me why it insn't possible to simply cut a vob and put it on a cd-r recreating a dvd structure in orded to have a truncated DVD (of some minutes long)? In this way I could have my dvds perfectly copied on ten cd-r's. That's what I want to do.
I am not so expert but it seems that to create a miniDVD it is required an encoding and resizing... why? Aren't Vob's already made for DVD players? So why don't I use them as they are?

very few stand alone dvd players play mini dvd (on cdr) even if the vob files are dvd compliant, and even if a valid dvd structure is present
