Is it possible to synchronize x264 video and aac audio in mkv?

What programs should I use?

Be more specific!
If you just want to adjust audio delay or video framerate, then you can set those in mkvmerge GUI.

The audio comes a bit earlier than the video, about 400 ms.

I will try mkvmerge. Thanks.
