It does exactly what the name says. If you do not enable this option, DVD-RB will not touch the original menus. This makes sense for still menus, but these days there are many DVDs which use animated menus or menus with a film clip in the background. In these cases encoding the menus will save some bytes which can be used much better to give the main movie a little more room.

P.S.
You can even save more bitrate if you use "MenuShrink" by jeanl. This nifty little program can convert animated menus to still menus.

i just tried that, worked awesome... before that i used to use MenuShrink then DVDRB
