Taking a wild guess here - With "1 + 2 pass" you're probably referring to CCE. The "1" stands for the analysis pass and the "2" for the actual encoding passes. This is not possible with HC, it only has an analysis pass and 1 encoding pass.
The usefulness of running multiple encoding passes with CCE has been debated here many times. Some think it increases the quality but mostly the opinion is that it is wasted time and electricity.

I believe this confusion is due to the fact that CCE insists on a different naming convention compared to all other encoders.

When you specify a 2-pass VBR encoding for HC, QuEnc, Procoder they will perform 2 passes, the first one only being used for analysis purposes.

If you do the same with CCE (multipass VBR with 2 passes), it will actually perform 3 passes. To get a 2-pass encoding you need to specify multipass VBR with 1 pass.

Jdobbs decided that CCE's naming convention was misleading, and in DVD-RB he uses the same naming convention for CCE as for other encoders. This means, if you use DVD-RB with CCE as your encoder, specifying a 2-pass VBR encoding results in 2 passes (one for analysis, one for the actual encoding).

He's referring to CCE, and not HC. My guess is he meant MCCE (Manual CCE). And he didn't use DVD-RB.

You're right and I stand corrected. I hadn't seen that term used before but I found one MHCE where the encoder also specifically mentioned using HCEnc.

But since you can't do 1 + 2 VBR Passes using HCEnc, then maybe that was a cut-and-paste from an earlier CCE encode. Or something else. Anyway, Groucho2004 is right and it's time to close this thread.
