Why would you want that ? CRF 21 would be understandable.
The only easy to way to get exactly DRF 21 (with x264) would be to encode with a constant quantizer of 21 (including ip/pb ratios set to 1.00).

Note that encoding with constant quantizer is hugely suboptimal for the image quality. Your requirement doesn't really make sense to be had, IMHO.
