I suggest to first use a newer version to encode your Blu Ray.

I think #1 is better on me_ranga=32, fast_pskip=0, mbtree=1, level 4.1 and more bitrate. But #2 has two more b-frames. So i can't decide it myself.

Or Is there any program that compare two x264 videos and choose better?

If you created those rips yourself, you should know why you have chosen the encoder settings the way they are.

And if you did not create them yourself, this is very likely a rule #6 (http://forum.doom9.org/forum-rules.htm) violation. So please clarify how you have obtained these files!
