x264.exe --crf 14 --preset superfast --tune fastdecode --keyint 1

lower crf value = higher quality and bigger file size.

Is 10bit Intra-only H.264 video supported on most NLEs?

you will have to mux raw .264 to .avi and install ffdshow.
works well in sony vegas
