I discovered that eac3to identifies an audio delay that is around +3ms off of what other tools show. By way of examples: if pgcdemux shows 0ms, eac3to says there are 3ms; for -32ms eac3to shows -29ms; and so on.
I also found a thread that says eac3to is not reliable for demuxing DVDs.
In practice I don't find this probably disturbing, as an AC3 frame is 32ms, but it may arrive to delete a good frame or add a blank one when the delay is miscalculated.
