Looking for MPEG2 encoder similar to x264

I am wondering if there is any MPEG-2 encoder that works like x264 where I can encode frame sequences/videos based on my preferred parameters using command line. I need it to do academic comparison between MPEG2 and MPEG4. Thank you

ffmpeg etc will do what you want. Please do be aware of the distinction between a compression format like MPEG-2, and the implementations / encoders of that format like ffmpeg, Mainconcept, Canopus, CCE, HC, etc... These encoders each have their strengths and weaknesses and should not be considered individually to represent all that MPEG-2 is capable of.

The same goes for H.264, and encoders like x264, Mainconcept, Digital Rapids Studio AVC, Ateme, etc...

also there is x262 project (still not ready and developers are not happy that some code leaked) but You can try to compare comparable implementation for H.262 and H.264 (x262 is based on x264 wherever it is possible) :search:

When did we say we were unhappy that code leaked?
The only point of contention was that x262 binaries are pointless at this stage when the output is mostly junk.

yep, its true - i exaggerated term "leaking" when code is available on github - developers (You and others) asked to NOT release any binary and seems that this request is accepted (last binary is from February AFAIR)
