help with deinterlacing PAL clip?

I could use any advice on how to recover usable footage from this clip. This is from a PAL standalone dvdr recordign of a pro PAL vhs release of a US film. Trying to recover a scene not available elsewhere for this obscure film. The problem is, of the few minutes I need from this dvdr, it all looks progressive with no interlacing apparent as I would expect, until this 20 sec area in which it is very obvious. It appears lots of fields are doubled, tripled, quadripled? Any help would be appreciated.

It's not the usual film or PAL speed. It looks to me like it was slowed from a faster speed, maybe to make it look like they're on the moon.The framerate is effectively under 15.5fps. Using this script:

tfm()
tdecimate(Mode=0,Cycle=34,CycleR=13)

it plays smoothly but with a couple of duplicate frames remaining. The dupe fields are in there purposely to make it look like they're moving slowly, and with less jerkiness than you'd get if they were duplicating whole progressive frames

I had a hunch that they slowed it down on purpose - considering the rest of it was just fine. they're just going to have to step it up a bit. thank you for your help!
