So when messing with AviSynth for an anime movie from 1988 I noticed this line, or some kind of dirt to the left in the picture that moves a bit while the image is shaking.

As you can see to the left, there is this somewhat thick semi-transparent line that fluctuate as the video goes one.
The movie is from 1988 as mentioned above and it got a HD remaster.

So what I want to know, is there any name for it? other than... "dirt"?
...and what are my options for tackling this? (i.e. removing it). I have looked around a bit and noticed all the restoration scripts etc. but I feel they are way too massive and complicated since my only goal is to remove that line.
