Lamination and haloing of horisontal lines in anime DVD source

I used a 0.5 vertical blur to blend the overlaid pixel strip in, but maybe there is a better way to do it ?

poisondeathray, thank you for the answer, but i'm looking for more effective and fine way to fix this trouble. I seen one rip of 'Windy tales' anime, where the same problem was be solved pretty good. Maybe, with the help of warpsharp, but not simple warpsharp.
