Blame me for being a German who loves rules :p — but because it is not the first time:

Questions related to the topics covered by the board should not be asked via Private Messages, but in public forum threads. It can be annoying for the recipient to reply that he may not be the one with the best matching answer. At least, objectively, asking on-topic questions in Private Messages is probably inefficient.

Well possible that this rule is already covered by the Netiquette. So it might not need to be included explicitly in the forum rules.

Rule 10 covers it for moderators and admins, perhaps it should be extended to all members.

@ LigH: Certainly your suggestion is "good-intentioned", however many members will keep ignoring it, in the same way they consider the already-existing rules (especially the rule #6) "irrelevant". :(

And finally, how is this supposed to be enforced?

Put a bold notice in your sig saying PM queries will be ignored.
