http://www.microsoft.com/presspass/presskits/windows/videogallery2.aspx

the downloaded version looks much away from Microsoft (WMV) standards :( the last keynote (Build 2011 Windows Developer Preview) was much better then this mess :(

looks completely messed up

PS: ahh ok wait there are 2 versions :D

http://cdn-smooth.ms-studiosmedia.com/news/HTML5/FINAL_PRESENTATION_022912.mp4 <- tried to watch this on Desktop even with good hardware scaling looks horrible (nice sample so for some GPU stuff im working on) ;)
http://cdn-smooth.ms-studiosmedia.com/news/HTML5/FINAL_PRESENTATION_030112.mp4 <- seems to be another version less sharpness (maybe higher inloop deblocking going on) hides the issues somewhat Bitrate usage is per se in identical areas wonder why they left 2 versions alive ;)

Though both versions are still way under Microsoft Standards 468x272 is already a big ???? also the baseline high level mix up is crazy baseline (Apple) being sharper then the high (Mainconcept) a big oh jesus too whoever did this :D
Definitely wasn't you Ben ;)

1 is a Apple Version (FinalCut maybe still looking to identify it) the other a Mainconcept Encode (looks like Expression Encoder) both though share the same problems wrong deinterlacing wrong resolution scaling ;)

Microsoft Studios Media ??? <- Ben kick some intern asses over there ;)

PS: The Build Keynote Encode was a Channel 9 one http://channel9.msdn.com/Events/BUILD/BUILD2011/KEY-0001 ;)
