OK, I have a blu-ray that has the feature in 1080p24 but has bonus features in SD 576i50. since my PS3 is japanese and doesn't play PAL content (only 24, 30, 60) and to save me from buying a local BD player is it possible just to re-encode the SD video from 576i50 to 480i60 and reinsert the video into the files?

Does re-encoding portions of it kill the disc structure? does the disc somewhere contain the original file info of that video to make the disc go "nup, you ain't playin' me on your player"?

The smartest solution is still to get a secondary player, at least because it might have another zone :) and 70-80€ (I assume in AUS even more cheaper, closer to China, less customs) might cover the electricity bill for your PC doing conversions.
But coming back to your question - yes, it is possible to reauthor the BD. There is at least one thread concerning that particular conversion PAL->NTSC.
