Hi I have a Video where those (http://i.imgur.com/xdKYA.jpg) artifacts often occur.
How is this problem named and is there a filter to reduce or eliminate them.
They happen mostly on scenechanges for one frame.

This is a compression artifact caused by the fact that the stream is interlaced (telecined actually), and frames are compressed like if they were progressive, with all the combing. Therefore two consecutive pictures interfere each other when they are highly different and share their fields on the same encoded frame.
If this is a 3:2 pulldown, one of these fields is duplicated and the frame can be fully recovered. The other frame can be cleaned with a spatial denoiser with strong settings. Maybe you can make the filter more selective by using a mask based on the edges of the other frame. Also, the artifacts often look periodic (macroblock size), so you could try an FFT-based denoiser with notches on frequencies multiple of 8 pixels.
