Re-sorting the fields

I have an interlaced clip where I need to re-sort the field order as follows:

Discard field 1 of frame 1,
Interlace field 1 of frame 2 (top) with field 2 of frame 1 (bottom),
Interlace field 1 of frame 3 (top) with field 2 of frame 2 (bottom),
Etc...
Discard field 2 of the final frame.

How can I best achieve this?
