I normally get good results using the built in de-interlace with divx 4.12. I use 2-pass encoding and typically go for either a 2:1 reduction or stay at 640x480.
When i use the resize filter to go to ~ 400x300 - the clip will not de-interlace. I tried using the de-interlace filter but it didn't work.
What can i do? I would really like to use that 400x300 size filter.
Also I encode with Divx 4.12 using 2-pass and 1100 bit rate. All other values set to default. Is that about right for capturing tv?

At first I'll try to explain something about the TV-system (I have PAL in my country, so I'm writing about PAL), which may help you to understand (if you don't know already) why you don't need to grab all lines of the TV picture, and so don't have to deinterlace at all:
The picture consists of 576/2 (I think 486/2 for NTSC) analog lines. The /2 means that there are only 288 REAL lines, which are sent to the screen interlaced. Let's say first the odd 288 lines get their information, then the 288 even lines are fed with the same information (and this happens 25 times per seconds and results in 50 half-pictures per second). You usually grab with an aspect ratio of 4:3 (which means for example 768x576 pixels).
Now I come to your problem:
Try grabbing your picture with a resolution of 768x288 pixels, and you'll have a picture which is only half as high as it should be - but perfectly "deinterlaced". Then resize it to 400x300 or better 384x288, and it'll be perfect.
