Is there anyway to convert 25/30p videos to 50/60p for smoother playback?
I tried Premiere Pro CS5.5 but couldn't do it.
I want something like Splash Pro Motion2 that makes videos play smoothly:

Have a look at InterFrame (http://forum.doom9.org/showthread.php?t=160226). Better quality than Splash Pro's Motion2 in my experience.

Not without a plugin of some kind. Most usable solutions that integrate to an NLE like this cost some money.

It's a good idea to export the video to an external encoder (x264) anyway, so you can use AviSynth+InterFrame for the final processing step at the same time. Or if you don't need to edit, just use one of the x264/AviSynth GUIs to encode.

After Effects has Timewarp. Also there's Twixtor for AE/Premiere and even Vegas.

If you don't need editing - http://svp-team.com for realtime playback and also encoding.

Edit: I tried Timewarp but it looks strange while changing scenes :(
