Hi, I have this problem with lines appearing interrupted.
Like this:

The source is progressive btw.

Is there any way to restore such stuff? I'm pretty sure I'm not the only one who had such problems until now, but couldn't find a solution, if there is one.

I was thinking maybe some sort of line detection, followed by darkening of the brighter bits to a set threshold.
The line detection part sounds very difficult however, especially for me.
Anyone have any ideas?

Are you sure these are video artifacts? It looks like it's part of the artwork style to me.

Unfortunately, I think they are.
I assume some funky interlacing at some point during production, because sometimes the patterns are different on moving characters vs background objects, also it's not affected by the jitter, so it must be before transferring to film (?).
So how I know it's not intended? Because there are certain patterns, I don't know how to explain it.
