how adjust audio delay in a ac3 audio file?

i need to adjust of 500ms the audio of a ac3 file from a specific minute to the end, there is a program that can semplify this process?

It doesn't get any simpler:
eac3to.exe source.ac3 dest.ac3 -edit=1:20:30,500ms

This will add your 500 ms of delay at 1 hour, 20 minutes and 30 seconds.
