problem in install x264

I download X264.exe from X264.nl
but when I press double click in exe I show this massage in my screen

x264 [error]: No input file. Run x264 --help for a list options.

How I can install x264

It doesn't need to be installed. Just use it. This is commandline (http://en.wikipedia.org/wiki/Command-line_interface) application.
As it says, if you'll run it with --help command it will show you other commands you may need.
