FYI, the Open Source "LIVE555 Media Server (http://www.live555.com/mediaServer/)" can now stream from Matroska (".mkv") and WebM (".webm") files, using RTSP/RTP. (The server demultiplexes the audio and video (and subtitles, if present) from the file, and streams them in separate RTP streams, which can be received and played by standard RTSP/RTP receivers.)
The server is built from the "LIVE555 Streaming Media (http://www.live555.com/liveMedia/)" software, which also includes other tools and demo applications for streaming and receiving RTSP/RTP streams.
