Why is GPU Core Clock and GPU Memory Clock go down while playback?
GPU Core Clock 775 MHz go to 400 MHz and GPU Memory Clock go to 900 MHz?

Because even if you were to use GPU decoding such as DXVA, it doesn't run it on the actual GPU core but a seperate ASIC chip dedicated for video decoding.

and AMD/ATI Sets the video card to use UVD clocks durring video playback, it is a feature. :p

I think their UVD decoder needs it set to that for some reason, it is very hard to change and can cause issues if you do.

If I use AMD GPU Clock Tool, a clock not go down? Is it ok?

I have heard that people have had issues changing the UVD clocks. Try playing a few videos with DXVA to see if you have trouble.

AMD GPU Clock Tool hasn't been updated since 2008 but the issues I have heard of don't actually break the video card so if you have issues just undo.
