Flac is lossless. The compression level only determines what size the target file will be.

Unless encoding speed is an issue, go with 8 for maximum compression. Quality-wise it makes no difference, for the reason Groucho2004 explained.

Lossless is lossless is lossless. The easiest way to relate any lossless, excluding a hybrid encoder, is to think of it in terms of zip/rar/7zip, etc... Take the audio/files out of FLAC/zip and they're the same as when you started...lossless.

Of course if you rip directly to flac, and especially if you use some sort of "secure" ripping method, the ripping process itself will likely to be far slower than the actual encoding process, no matter which level you use.

How about Monkey's Audio (ape)? It's also lossless as I know.

Performance comparison of lossless audio compressors (http://members.home.nl/w.speek/comparison.htm)
Monkey's audio is in the comparison.

Some good free secure ripping tools are

CueTools Ripper (http://www.cuetools.net/wiki/CUERipper) (i use this, very simple to setup and use.)
Foobar2000 (http://www.foobar2000.org/) (Ripping side is easyish to setup)
Exact Audio Copy (www.exactaudiocopy.de) (hardest to setup)
