Badly encoded cartoons

I would like to ask most sincerely the experts gathered here if anyone has an idea how to repair the following badly encoded cartoons. My knowledge is obviously not enough to solve this task with acceptable results.

Who encoded them?

If you would suggest that it was me who encoded the cartoons in such a horrible way then you lay wrong. I got these clips from a friend and as the kids were watching it I realized the “quality” of these. Do you need the contacts of the guy? 
