As the title says I would like to know what works best with grainy animes sorry for bad english ¡Blame the google translator!

My own experience suggest that neither is a good idea, sticking to the default psy options has always worked out best for me - lines in difficult regions get hurt by skewing from the defaults if you go down (again, from my experience, your mileage may vary). To be exact, I generaly encode with aq strength set to 0.8, but that's sorta close to 1.0.

Why is anime grainy?
1) some of it is shot on film (the old ones)
2) same reason why there is noise in digital/cg cinematic productions - because it often serves an artistic purpose. One of the most common reasons is that human eye/brain seems to prefers dirty, detailed/textured image. I've heard of studies at school that suggest that such look employed in cinema can make an artificial image a perceived sense of reality... (sorry, I don'T know the specifics, so no links). Even fake detail is pleasant to the eye.
3 Noise can serve as a way to hide certain bad things like banding caused by rendering of shadows/gradients, and thus can be also added in production for this reason.
