If I use eac3to to extract the embedded 5.1 AC3 track from a TrueHD track, will the resulting AC3 track retain any dynamic compression profile it might have originally had?

Yes, Dynamic Range Compression can't be removed without recoding the AC3.
Only Dialog Normalization is modified when extract.
